Tournament tier adjustment frequency?

Does anyone know often are the tires adjusted for the tournaments? I screwed up and tried to hard this last weekend and got thrown into a tier with players 30 levels over me.

Also, why is tier advancement an exponential climb and not linear like a ladder system?
