For the most part it depends on previous spending. It offers players who don't spend much good discounts (80-90%) to get them to spend a bit, but if somebody is dropping thousands of dollars a month they only get a 50-60% discount. This is to limit the effect of super spending, and keep a few big spenders from destroying everyone else as easily.
As far as I know it is not affected by country or level.I dont spend thousands of $ a month,only idiots or rich people do that i would be lucky to spend 50 bucks every few months

Actually, for the most part people will spend about the same amount regardless of the price. Lowering the price just means that the crazy coiners get even stronger, and usually causes free players (or minor spenders like you) to leave the game because they stand no chance, then the coiners quit when they have nobody left to pick on and don't want to fight other big coiners. This is what happened on Kabam.
Imagine if your 50 bucks could buy you 100 million offense. That would be great right? But remember it applies to everyone at the same rate, so that guy next to you who spends $5000 now has 10 billion offense. He still wipes you out with minimal losses. And building without spending would be basically useless, because somebody who spends one dollar could buy more than you can build in a week.
