It seems the raise/lower point is very particular - the mouse pointer does not change shape when you're on the sweet spot.
It seems that if you click and hold on the horizontal line, you can then drag the mouse up/down to raise/lower the window.
[Didn't know this could even be done - found when I accidentally raised it, but then couldn't lower it.] Frustrating: @Roger, could you ask them to please change the mouse pointer when the right spot is hovered over?
