Yes, and no.
If you hit too weak, you get low quality. If you hit too hard, you get a decent quality but not "the optimum".
You get better loot on crits. And you can pretty much say the best loot possible is capped by the assailant level +1, but you'll need great damage. The on-death guaranteed loot does gets better with levels, but not as much as you would expect (unusual for level 5).
Your problems are that you have weak assailant-hitting capability, and that you judge by too few hits.
Will you get usual gear on level 5 assailants? Sure, on the first few hits and then some greens. But on the rest of the 30 hits you will get rare or better (up to lgd, but it's really rare).
If you're aiming for lower-grade pieces? Sure farm the lower ones. Just remember the amount of [simple] materials per grade grows as an exponent base 4 (1-4-16-64-256-1024).
