Best best would seem to be look for inactive unordered towns - many have a few scouts or troops left that could get you where you're trying to go.

Better they add a buffer (extension) of 2 minutes to a dropped shield to give you time to re-establish it.
Why? The game is already too risk free, especially for those that hit tiles then shield immediately, or those that port in beside someone whose shield dropped while they slept or something. Should also not allow porting for 5 minutes after unshielding.

It would be extraordinary if you had no idle towns. A great complaint here is that they never go away and just obscure everything.
If it isn't shielded, isn't in an order, is under L21, and has been idle for a few hours, send a scout, see what happens. Be ready to shield. (Key 'B', scroll down fast ...)

Doubtful. I have seen no such thing. New players can attack immediately. Not a good move at that point, but they can do it.
Until recently I have never seen any cooldowns in the game. Even now I know of only 2:
If there are no shields, they expired.
Check the player's idle time.
