it is as if every time I use a rune stone to decrease my consumption, it reduces my production

You should farm abandoned castles above level 50 as they will give you more food easily. Zoom out in the map mode and span away from your castle to look for abandoned castles.

Use food production boosts also which will help to some extent.

If you are still unable to manage your food production then use/kill some of your army during pvp event.
