Infirmary math

I have a serious issue with the infirmary and the math related to it. Currently i have 1700+ troopsin the infirmary, yet my 12% free revive says i only get to revive 1 spy for free. Since when is 1 troop 12% of 1700?  According to math, 12% of 1700 is 204. So why do i not have the ability to select 204 units worth of troops to revive for free?

You can revive free part of troops that were killed in defending YOUR castle only.

All other toops that were killed in raiding, settlements, dominions or reinforcements can be revived only by sapphires.

You'll also discover that the 12% (or higher depending on your infirmary level) applies separately to each unit type (spy, dragon, archer and so on). This is to avoid any upkeep shenanigans whereby someone who is struggling with food throws x power infantry and x power bestiary at an enemy and then revives the % entirely from the cheaper upkeep bestiary units.
