Its almost as bad as continuing paragon points as a reward for those at paragon10

The idea is to be able to train 2 lost arts at once. When you are doing upgrades that take 1-2 weeks, it is cheaper to buy the scribe stone and do 2 of them, than it is to just instant-boost them.

But if you're going to just coin the upgrades anyways, your point is valid. Just some people rather use time vs. money as a resource.
