Before adding new Levels developers analyze the data from the servers and decide whether add new Levels or not.

Not always BGs are added to all servers at once. They can be added to the server 3 later ;)

Why keep adding levels?  We could bg within the levels we had - feedback that I have received is that the payouts are no better so why torment us with more.  Higher level bgs are only for a small percentage of the players.  Most don't even go beyond level 100.

As I said in my previous reply, devs are analyzing the data on each server and decide whether to add new BGs to it or not.

If on the server the majority of the players haven't reached even Level 100, then more likely BGs won't be added. 

But there are players who are playing high-level BGs. Plus adding new levels doesn't influence the mechanics of BGs in any way.
