The league tier system is based mainly on league ranking( flag tournament). But not only those factors are considered.
Player tier system, for BG and PvP is based on activity of the player, and not his level or accomplishment. I have been rigging the system for months now, until the BG end time we updated to UCT 00:00 from UCT 12:00. I Always finishing in top 5 in BG tournaments.
Settlements and hamlets tier system are based on level. 71 is the highest and final level.

IF you say so then Yes the flag tournament ranking system is based solely on league rank.

Those tiers are five, and they are shown by the roman numeral on the leagues flag.( I, II, III IV and V). The higher the league ranks the higher its flag ranks and the higher its is position in the rank.
The tier and flags are could be as follows
Rank 1-20= tier 1
rank 1-50= tier 2
Rank 50-100=tier 3
Rank 100-200= tier 4
Rank 200+ =tier 5

Yeah i am guessing you are right, when forts were first introduced I was pretty sure our tier was in the first 100 leagues but at that time no one really had a fort much higher than level 8I thought it was based on League ranking as well.
When KoK dropped all it beacons to have our time in Balur's service, I thought one of the upsides would be that we be be able to achieve more easily in the flag event, as we would be way down the ranking. I got told that wouldn't be the case as it was based on level of your fortress.
Got to say I don't know what the answer is because I find the whole flag tourni so pointless and flawed that I couldn't be bothered to investigate it and work it out. But the people that told me it was fortress level are pretty knowledgeable so expect it is that.
IF these is true then these will be another time Plarium advertised and legitimized a claim or explanation of a feature based on false unbiased and unfounded knowledge.
Maybe everything Lord Oberon say is always incorrect and fallacy, their Blog a misinterpretation of second handed information from Admins and CM that know nothing about the REAL game.Oracle said:

There have been a few times when plarium cms have accidentally posted incorrect information, but we try to correct it when we see it and I'm sure it's an accident and not done deliberately to mislead players.
As for the tiers, I thought it was done based on league ranking but I could be wrong. I've never paid that much attention to the flag tournaments, as they usually start at like 6 in the morning my time and the flags are all taken by the time I wake up :(could we get an actual breakdown on the tier system as it relates to the flag tournaments?
as I said before it appeared 1 - 100 used to be the first tier but now it seems that its no longer ranks 1 - 100 (which is fine it's actually better for the lower ranked leagues if this is not the case)

I can't tell the exact breakdown, but it's not 1-100 place tier.
One tier includes less than 100 Leagues. It's about 50.

The League from tier IV won't be able to capture the flag from the League of tier I.
You may capture Flags that belong to Leagues in your Tier, in Tiers one or two Levels below your own, or to Leagues in the Tiers above you.
they can capture flags of tiers that don't apply but they do not get points for them so its pointless for higher tiered leagues to take lower tiered flags but if you are tier 4 and attack a fortress in tier 3 that holds tier 1 flags you will still get some tier 1 flags but they won't give you any points (the last time I checked anyhow)Goulithum said:
