As per the prior posts I don;t make this stuff up.
I have two computers which are significantly different in specs. They both encounter the same kind of problems the OP pointed out with the same frequency.
Not only that I log other people's computers sometimes via "Anytime". Those have the same issue.
And on top of that I talk to a lot of people and they reported having the same issues for the last 7 years, despite having a vast array of different computers.
All the veteran players know there are loads of things where the client doesn't refresh unless something happenes in game. Take hamlets showing up after collection. You have to do something like run a hunt to keep getting the game to refresh and show changes in a timely basis. Having troops arrive somewhere or return to your castle is a great way to get the game to update.
It's the way the game is built and how the original devs decided to manage the communications between the server and the client. Got zero to do with your hardware whatsoever.
This has been a problem since the beginning of the game.
I don't know why you have to argue that the sky is green when we all know it's blue. Argue against all facts and evidence. We all know this stuff, what is the point in refusing to acknowledge it?
