Thanks for your question! It's a bit more complicated than it seems at first sight. The boosters are being activated gradually, not at once. Plus there are many other factors that may influence it. However, I would like to assure you that everything is correct here.

The booster increases the training speed by 50% of the base value. It does NOT decrease the build time by 50%.  So if your normal build time is 1x, you get a 15% boost from the skull runes and 50% boost from the booster, your build speed is 1.15x normally from the permanent skull rune boost and 1.65x when you activate the booster.  So a build that took 36 minutes would now take 36*(1.15/1.65)=25 minutes.
