I think the mods and devs should consider modifying the options before actually proposing a vote on limit figures. Much as Rizzo and Trinity have pointed out. Makes sense really.
The point of having a vote is to stop people draining from the game. To prevent the people drain you need to make proposals that are attractive to wanting them to stay. To make people want to stay you have to look at how their investments are being treated. People - myself included - are being affected by the huge amounts of time being consumed with just doing the dailies(daily's?), now that champions and spirit wardens have been introduced. Then of course there is the financial burden of propping up fortresses and beacons - res investments, including sapphs, unit building and tming (more time).
My point is, I guess, is to develop proposals that make people more excited about the game, not depressed. I remember when a certain person and his co-conspirator knocked all the beacons out on server 2. A large number of high level people left the game and have never returned. Good people.
A fixed limit will always be circumnavigated to the benefit of some. A scalling system would make that more difficult. Just my opinion, having observed the game over 3 servers.
