Yep, this is correct. They used to be rounded to the nearest whole number but people found a way to exploit it so now they're always rounded down.

Hi, today I sent a shade knight to a suburb (jewelers) and it attacked me. it says that 90% is revived for FREE so if I lose 1, 90% of a must be revived for free! and instead ... look at the screens .. I was 40 (had in the free package of the other day) and now in the catacombs I have 39 and 1 in the infirmary with PAYMENT!
