That's an interesting concept  I'm not sure that it will be picked up . But keep the ideas coming and thank you for looking for ways to improve the game.

Last year i suggested already that , to have the possibility to send spells /  raids etc... also on the memberes fo the own league and allies , 

Many times happen that one of our members is beseiged , and would be nice to can bomb the seiger  ,

Just so we get the right suggestion.

Are we asking for a ally WEOR item which will prevent both Fireballs and raids/Seiges.

Or do we want a new item which allows allies to prevent just Fireballs on their league mates?

To be honest there is a problem with both - in that someone might wear down the defences of a castle and then be denied the payoff (either as FB's vs wardens or as raids/seiges). 

Not a fan of FB's and would be fine with them being removed from the game totally. But equally if we got an Ally Weor item, then castle war fare would diminish even more. Most of the game is casual farming anyway - not sure its a good idea to penalise the active PvP'ers like this (Ally anti FB item I would be more in favour of)

My thoughts were only in relation to the relentless FBing of my mates. Raids are something I could attempt to defend, but FBs are not. I would happily accept a FB only shield to be used on them.
