When there is a certain drop rate, which is lower than one would expect, it may seem that some periods of time are more successful than other ones. I used to play many Korean MMORPGs, and players were speaking about different tips and telling different stories about random things with drop rate or success chance. Like "You need to enhance your weapon in early morning when there are fewer players on server". Or "Do it when Admins are online, chances will be better. I know. I already tested".
Same we could say about Sparta and Keys/Chests drop rates. But the truth is that some players can just be more lucky in a certain time frame. It doesn't mean there are some changes. It just means that the chances may be lower than you expect. Randomness is about getting a random Item according to Items drop rates.
