The tournament you are referring to a Coalition Tournament (1):

There are a number of rules regarding the eligibility in these tournaments, especially for members who have recently joined a new coalition;

It is true that the formulation isn't so good ; what they mean is not that the tournament will end too soon for you to earn points, but simply that you are just a newbie in that coalition, therefore you cannot have access to the coalition reward. That simple. (same thing happening to me, bye bye the 80 sketches that could have been mine...)
