hello Spartak .The main grain consumption for MP is 4 per hour according to the basic stats . Demeter statue, Academy feature for grain consumption , plus some buildings which can give a % of grain consumption ( Farms ,Stable.General's abilities ) and our Capital bonus for grain consumption can affect on our units total grain consumption plus veterans units need less grain. For example, my MP grain consumption is 0,08 without any market boosts. Please check the basic stats for defensive units stats for defensive unitsby that I think they should eat at least less than 0.15
Hello Spartak! Olga already replied that there isn´t a bug in grain consumption. Katerina above this post guide you about some features that can help you reduce that number. Also, remember that there are items to apply that provides -25% or -50% for one or three days and also affects your consume. There are a lot of features in this game to study and develop your own strategy based in your need as a player, I invite you to look into every aspect of them and you will improve your game according your style of gaming!I haven't figured out the problem for a long time

Grain consumption , Grain production should never be your worries as you are blessed with the ability to raid and gather more than you need if you do your daily raids to reach the maximum number given daily along side with the trick of using your galleys to gather more than 50k in one raid.
If you want to benefit from all the offers out there here are some you may want to look at and try to assign them as a priority.
In Academy
* at lv 80 you will benefit of - 8% of grain consumption
At Temple of Demeter
* grain consumption reduced by 89%
* and a special bonus of additional fallen units revived at the healer.
Hall of Xenia
is always overlooked but the increase of all ( bronze, timber and grain) resource production can be a good way of providing you with extra resources daily:
* a bonus of 10% at level 9
* a bonus of 20% at level 10
The Tokens are a necessity and to reach level 20 you need 1000 Tokens = 50k Drachma which you need to upgrade The Hall of Xenia to level 10.
Amphitheater- Phylarch
* activate grain production boost at level 10 = 25% grain production
General - Abilities
* grain production boost 5%
* grain consumption reduction -5%
* all resources boost 5%
* grain consumption reduction 10%
Dominion
* at level 15 will give a Grain production boost 15%
Good luck with your game and I hope this helps.
On your Mounted Peltast you can reach to a low 0,11 grain consumption per hour.
The key is to upgrade and activate all the above to the required level and select them .
Available for activation for 1 day or 3 days
* also look to apply further resources production of +25%, +50%
* grain consumption of -25% , -50%
* core resource production +25% , +50%
I hope this helps
Spartak both KATERINA MAUROGENNOUS and RED are correct in reducing grain for your cavalry (horse)..
NOW YOU ARE CORRECT You take (horse eats) at 4.00 per hour times Temple of Demeter of 89% will give 3.56 per hour.
NOW 4.00/hr X89% = 3.56/hr 4.00/hr -3.56/hr = 0.44/hr grain consumption by each of your cavalry horses.
If you are in a coalition (EXAMPLE my capital level is 20 therefore I receive an addition 30% grain consumption bonus) you get a percent bonus for each level your coalition capital is at.
NOW Temple of Demeter = 89%
Food level 80 Academy = 8%
1st Food level General = 5%
2nd Food level General = 7%
3rd Food level General = 10%
Coalition Food level 20 = 30%
Level 26 Stable = 50%
TOTAL = 199% grain consumption REDUCTION

mistake :
demeter 89%
acadenia 8%
total 97%
according to this the horse consumes 4 units minus 97%
that is the horse, when demeter is at level 20 and in the academy we apply 80 scrolls in the discipline of grain reduction, we consume 0.12 units of grain.
all other discounts (capital, general, stables, .....) are applied on this amount of 0.12 and the % will never be 100% or more.
error :
demeter 89%
acadenia 8%
total 97%
