What do you mean by "initiate protection of my City"?

If you haven't logged in to the account for more than 21 days, then you will receive 7 days protection.

If you attack another player while the protection is on, this player will be able to attack you back.

If you attack Pantheon, Coalition Capital or Emporium the protection will be removed completely.

But if I didn't log in that long - how can I find out it has the "protection"?

When you login to the game after being offline for 21 days, you receive a notification window about this protection.

I mean that if I log in - the 21-day process might be interrupted, right? 

This protection is available for those players who did not log in for 21 days or more if you log during those days of course the process will be interrupted and not have the 7 day protection.
This is intended to help players go back in the game.

Or I can log in and if I don't do anything else, it still working?

This protection is given when you don't login at all for more than 21 days.

la proteccion se otorga si el jugador regresa al juego pasados 21 dias sin conectar para que tenga un tiempo y poder recuperarse, si un jugador no regresa no necesita proteccion o si un jugador conecta antes de esos 21 dias tampoco la necesita.

Asi es. Cuando un jugador esta mas de 21 dias sin conectar y regresa al juego se le ponen para que todos sepan que no se le puede atacar, si un jugador deja el juego y no regresa no necesita proteccion.

Yes, this protection is added only if the City owner returns to the game.
