There are no any criteria that determine what Guardian you will receive from a Summoning Bond.
All Guardians are given randomly so with every Bond it's the question of luck :(
It is not random if it was then when you buy/open 10 epic then at least you must get 1 grade IV , two Grade 3 and the others grade 2 but seems that to get other than Grade 2 is less than 1% luck ….
The higher the Grade of a Guardian, the harder it's to receive him.
It's not a secret, as more rare Guardians give you better Bonuses, you need to open more Bonds to receive them.
Grade I and II Guardians are more often.
