If I understand this question correctly, the statistics that Polemarchs and Hegemon's see in the coalition tab do not reflect Champion unit bonuses, just the base troop value you have.
To me they should be the same. Many coalition have a certain percentage of defense in capital or in the pans as a requirement to either staying inthecoalition or for orich eligibility, The coalition report shows less than what the garrison report shows do they do not see accurate defense strength numbers and may unfairly penalize members for being below a requirement. i am aware of instances where that difference exceeds five percent. i guess that will vary depending on number of champion units are deployedA good coalition leader will notify his/her members that the minimum mandatory amount to the capital and/or pantheon, is calculated off of base troop strength minus champ bonuses to the aforementioned buildings and that the minimum requirements do not reflect champ bonuses.

Do you mean coalition statistics by "the garrison report" ?
If this is the case, be aware that as it has been said, the champion units are not taken into account. It's the same for some bonuses such as phylarch bonuses I believe (this is to be confirmed).
