Are you referring to the two forms shown below?

If so:

• Are all the elements visible, scroll bar scroll bar marker, page button?
• Does it happen with other scroll bars or only these two?
• Do you have any other mouse issues? in other apps perhaps?
• Or are you playing on a touch surface?
• Which browser are you using?
