Glorious Valley Server. Before deciding if and how to attack a city, I visit it to do recon. I've found that upon clicking on an enemy city's general,their intellect level oftentimes seemingly indicates a substantially lower intellect level than reasonable. For example, please take a look at the snapshot attached, from a level 91 player. As you can see, their equipment is of high caliber as well as upgraded, yet their intellect lvl is 1.
