Are you using full screen mode?  

When you are on full screen and you move cursor to the far bottom or far top - frame should be automaticly moving up or down.

What is your screen resolution and system text size? These two settings affect frames size in game. When screen resolution is too low or text is too big. In resoulution 1920x1080 everythings fit in screen.
