All they kill is Cobra, they have no effect on regular units, It would do 3 things, 

1. make the game slightly more fun, you can in a limited way fight back. 

2. getting in a poke or two would improve the moral of the everyday average player 

3. Have something new to sell that people will actually buy..

You could even add an new special operative in that 3 rd slot , When you actually decide to develope this , you owe me one for free.   😁
