in my opinion, a player should know the resources that are contained in a base, if he occupies this base (by going on "garrisons" tab, he should be able to see the resources, updated, of each base he occupies).

I would also suggest to implement the possibility of raiding the bases on the map, even if they are occupied by yourself (obviously, your units do not interact against each other if you raid a base occupied by you!).
