I believe there's only been 1 set of new Mining Complexes ever since the game came out (About a couple years ago).
My best prediction is that Plarium will add more Mining Complexes when all (Or at least most of) the current ones are occupied by Comines

I believe every six months MC appear, but happen to appear on areas that MC's are own by other combines and big combines at that. Why can you have them appear out of those areas so others combines have a fighting chance in get one. Or do the Plarium favor the rich players
