I agree with Marble.  A prime example of unusable items is the Hero Gear we get in the Darknet Locations.  All of it is useless for most of the players.  A tiered system where on level 1 and 2 you get common gear.  On Levels 3 and 4 you get Uncommon gera.  Level 5, 6, and 7 you get rare gear and on levels 8, 9, and 10 you get Legendary gear would be a great thing.  Most of the players need the Legendary gear and would work towards getting those levels.
