What is better to do?  Follow all the quests they offer? Which is more important building up camp or building up armies?

Commander...First..Follow the quest..and build up your base..you will need those resources to build units...build what units you can after you get all your contractors busy...Do the S/Ds with the troops (lower units ) you build..What good units you get from the S/D (usually the tanks and choppers ) bunker them and keep adding the rewards from S/Ds to them..before you know it you will have acquired a nice stash of units 

You will follow the quests given for a short while. You'll want to Max out the contracting office and the comodant's office first.

From there you will balance upgrading storage and the ATC.

After your food problem is taken care of, you'll want to go back to doing the quests again. Or upgrade production while bouncing between the bunker and the sick bay.

When everything is 20 or better, is when you start producing units
