you need to come up with a more definavtive benefit for being in a coalition, give them an extra some thing to acctually make it some thing everyone wants "needs" to be in, cureently only half the combines are in one because there is no advantage of being in most of them, nor is there any kind of true order amongst them defenatly need that as well, order is paramount, as is a clear and definative benefit to being in one
