Commander..I am not sure I completely understand the issue here, but there is not 2 Training Centers in game..There is only 1. Are you missing some DI (Drill Instructors ) ?..If so is there a possibility that you have activated some DI for upgrades to other units?..

it happens to me sometimes too.
it's just a graphic problem.
