Can't promote my speical operatives and not geting the upgrade rewards

It turns out the way to promote in Soldiers now is to select the s.o. that you want to promote, then select "upgrade". From the pictures you see select the s.o. that you want to use for promotion (discharge), that will place that image in the upgrade box.  Then you can select "promote" and it will proceed on from there.  So basically you cannot promote directly, you have to upgrade and then promote.  Only game like that.

so, what about my bug ? 4 weeks after i've opened that topic i have no solution. i opened a ticket, still no solution from the support who ask me to open another ticket….
