Commander,
Without having the "Veterancy Cost" bonus in the Training Center, the price of improving a Firedrake is 200 funds.
Note that the cost should decrease depending on the level of the bonus I mentioned above. If my calculations are correct, with this bonus (improved to the maximum level), the minimum cost should be 100 funds.

Marble is right, I knew that I had forgotten a bonus. Thanks Commander ! 
If your combine has the highest level of prowess "Profiteers" (and highest level of "Veterancy Cost" as a personal bonus), the minimum cost of a Firedrake should be 60 funds instead of 200 without any bonus.
In this case there may be an explanation for this change, Bobr3. Have you changed combine recently ?
