Please make sure you have completed all requirements to unlock Cobra Base. Once it is unlocked, you will start receiving the Cobra Contracts refereals. 

If you had bothered to read my first 2 comments you would know i have already opened cobra base and am recieving cobra referrals daily but cannot go any further because i have no rangers referral the first one that i should have got when i opened cobra base not having this referral means i can not proceed with cobra base or make any units  PS their are 2 others in my combine and i know of 2 more close to my base not in any combine so their must be alot of people stuck if this game now not able to go further and getting behind everyday 

Same problem here. No first referral. Without the first referral I can't do anything with the others I'm receiving.

I have the same problem carnt use any of the referrals its giving me or any more buildings without the first one

Dear Commanders!

You don't need referrals to sing the first Cobra Contract (Rangers). 

Please go to your quests tab, find the quest for the Rangers Contract and sign it using resources.
