commander can you clarify more
if you mean black sites then no you cant build them
new black sites appear randomly on the map your alliance has to capture them ( you can capture other alliances black sites )
if you mean your alliance HQ
then only the leader of the alliance can do that :))

You should just wait for a week and after that you will be offered to place your HQ on the map. Black Sites — it's different feature, you can't build them, you are able to capture them.
