Can you try elaborate the issue a bit further?
It sounds like you re suggesting that app requires permission for the location of device to start, which is certainly not the case.
If you can not access game since update, you should make sure your app is up to date, and if it still doesnt work, usually fresh installation resolves the issue.

I am having the same issue. Screen is stuck on Get a Personalized Experience and give us no option to "Ask App Not To Track."
