 Could you try to force  close app and delete cache and reinstall? Sure before do this bind your account. 

I have the same problem on ios.

I tried bluestack, and same issue..

on both I logged out, played the tutorial and could access the missions, logged back into my account, and still can't access the missions.

In my case I downloaded and played a bit ages ago and deleted the app.. I only came back in the past week to encounter this issue.

EDIT: I tried deleting the app and reinstalling on both bluestack and ios
