Reflex Gear and Combat Tactics do not work with Renegade's Sacrifical Ritual

I have Reflex gear on my Renegade. When I use Sacrifical Ritual my next turn starts at 6. I've run over 200 turns testing and never seen a cooldown hit this skill. I have tested Lash Out and it works just fine.
Furthermore, Painkeeper has a Combat Tactics skill which does not affect Sacricial Ritual either. The reverse does work, however - if you use Sacrificial Ritual it will cool down Combat Tactics.
