Why don't the correct codes work right away on Windows laptops? They always tell me it is for IOS and then the next day, it works fine with the same code. It is very frustrating.
on desktop those codes should work right away via the call of the arbiter page on the bottom left when you enter the game, then going to code chase at the top of that page.
I don't know any other way to enter the code. I always do it that way.

After you log in, click that Call of the Arbiter Button.
Click that Code Chase button to enter the codes for Call of the Arbiter, only. (if you're not on iOS)
