Sinesha Immortality Skill still working under Health Reduction debuff

When Sinesha's immortality skill is applied, allies' Health Reduction debuffs are not taken into account. Even if an ally is under a 100% Health Reduction debuff, the ally's HP is still equalised. 

The expected behavior is that the HP of the ally that is under the 100% Health Reduction debuff cannot be increased at all.

Health balance isn't heal, hence a heal reduction doesnt affect it. It does however affect the heal coming after the balance.

Yes, they use different terms like "health balance" and "heal", but effectively both raise ally HP. I presumed "heal reduction" must apply to any HP increase.
