First things first: tell your friend to lay off Savage (and sets in general) for the time being, and just concentrate on building good stats.

Second, tell him to stop making so many 50s. For someone who's, presumably, 6+ months into the game, the number or 60s is abysmally low. 

For Arena, I would use Cybele, Valk, Candy, Madamme. The idea is to build Valk fast, with some accuracy, and as much defense as possible, and run her up against teams that put up lots of buffs. Then she can hopefully cut in, put up her shield and CA, Madamme strips them and puts decrease DEF+ATK on, and then Candy either slams with his AoE, or conterattacks with his powerful A1 and puts them to rest one by one. To do this, he needs to be properly built. As mentioned, if his Savage gear really sucks that hard, then just build him with 100% crit rate, minimum 170 SPD, and as much ATK and crit damage as possible.

As for CB, not really my area, let CB nerds deal with that.😁
