Think about it like this: if every week you'd get 4 fragments, it'd take you 25 weeks....that's 175 days. That's less days that it would take you to get Scyl of the Drakes from the start....just be patient. 

P.S. I will take this opportunity to thank Plarium.....for Ultimate Deathknight. That Head of Mischief was a pain in my lower backside, used to take me 6-7 tries to get to the highest chest in one key (couldn't rely on second string). Today, I hit 27.5M in one key, thanks to the Skinny G.
