I suppose there is some logic in not wanting his A2 to be fully booked, since that would put it on a 3-turn cooldown vs 4 turns on his A3, which means if you run a 4:3 rotation, your A2 wouldn't be in the same order every cycle. If you're relying on the A2 to get you through the stun, for example, then yeah you probably want it to be on a 4-turn CD so you can have your block damage go up on turn 1, and then your shield go up on turn 3.
