For finding certain substats enhancement more easily, the following filter option can be considered.
1. Only enabled for "single" substats selection.
2. Radio buttons for "+1", "+2", "+3", and "+4".
3. Can add one more checkbox for ">=", when selected, will show all substats equal to or greater to certain enhancement number.

They have recently implemented some new filtering for all gear, under Filter, Rank and Rarity section. Then from there you would just select the main dtat you are looking for, and/or any substats from the pull down menus directly below Rank and Rarity.
Radio buttons? Not sure what you mean. An update is coming to expedite the gear upgrading animation where you wont have to sit through 100 failed upgrade attempts.
And there are hotkeys/ Api console you can use midgame that you can call up and see indexes of your inv. Champions stats, masteries etc. Just look up what is available with your OS,
