She has the cooldown on her Passive. Had it been a full turn since she last CA'd?

Ya must be a cd issue that was only thing I could think of. Do both passives share a cd though? 

No, they do not share a passive, but it happens so that they often seem like they are shared.

I use her against Tormin teams and there are definite times where she CAs due to a teammate being frozen, then is frozen herself and activates her second passive, but doesn't get a CA....then is frozen after. Frustrating for sure when the sequence of freezes falls against me and I lose a match.
