There are no ways to increase your odds. It's just random luck. Sometimes you get an upgrade on the first try, other times it takes many tries.
That being said - there is no artifact enhancement event going on right now, which means you really should not be upgrading your artifacts at the moment. Especially early on, silver is a very scarce resource. You should pretty much only upgrade during those events, and even more specifically, you should probably only upgrade during fragment/fusion artifact enhancement events.

Speaking on my own experience and luck upgrading gear . I personally expect to spend 2.4 million silver to upgrade one piece of gear all the way from lvl 1 to lvl 16 piece of gear
If I am really lucky that day maybe I only spend 1.8 million silver but if its a bad day maybe cost me 2.8 million silver
RNG works like that , but thats what I expect from my upgrading so I be sure to pick my gear wisely before upgradeing too much

In general, taking a 5* or 6* item to level 8 is a wash as far as silver goes. You will still be able to sell it for around the amount you spent to raise it. So during events raise these to 8 before selling even if trash. You may net a little negative on 5* but be positive on 6*. But in either case you will gain event points. Taking to 12 is going to start costing. Taking to 16 is quite the investment. 4* gear you can take to level 4 before selling during an event.
As far as gear, in or outside of an event, going to level 8 if the piece seems to have promise; going to level 12 if you get good rolls up to 8; going to level 16 ONLY if you think you might actually put it on a champ. I'm not sure where you are at, but yeah, you would never take 4s to 16. And 5s only if all rolls are good.

You should *never* upgrade items less than 4*. Anything less than 4* is an auto sell, essentially. Fortunately, you don't seem to have spent *too* much on useless items - only your weapon is 3*.

Thanks. Those are the only 4* I have but had a ton of upgrade equip tasks so did a number to complete those
well under mission quests on the path to get your Arbiter, there is a quest that asks you to upgrade an artifact to 16 before you can claim your arbiter. So basically to get your arbiter your going to have to spend millions, get frustrated beyond belief stop playing the game while you calm down and come down from being really pissed off and go do something else that is more relaxing. Just my 2 cents worth.
