Block Active Skills vs Hidden Skills?

Not sure if this is a bug or just a strange undocumented "feature" - I noticed this with Lydia vs Mortu. Lydia A3 puts block active skills (and yes, I'm sure the debuff landed), Mortu passive activated (because it has a 100% activation rate), and he was able to use Peril despite the Block Active Skills debuff.

Interesting interaction, seems like it just gets treated like a second passive for him? I also wonder if that's intended, but it makes sense for it to be treated like a passive, I think.

It is because mortu passive is considered a hidden skill and not an active skill like an A2 or A3 normally so the only way to prevent him is with Provoke,Stun etc Hard CC.

This is correct.  To add, warlord cannot put this on cooldown.   Ramantu is an excellent choice to prevent Peril from procing, highly recommended against mortu.
