HP% effects interacting with max-hp reduction?

Wondering if this is a bug or an undocumented "feature". Skullcrown, for example, has an effect on her A1 that causes it to place an extra attack if an enemy has at least 50% hp remaining after the first attack. This works perfectly well in normal situations, but functions very strangely when interacting with max-hp reducing effects.
This was most noticeable against IG. The boss would drop under an HP breakpoint, use its revive move, which would trigger a counter-attack from Skullcrown in a destroy set. The first attack does damage, and drops the boss max hp. Then, since the boss still has 50% hp, she attacks a second time - but now since the boss max hp dropped, the second attack hits the same HP breakpoint, causing it to do it's revive move again. This, in turn, causes her to counter-attack again. This repeats until everyone is dead.
