Double Duchess = double passive?
Do you known if 2 Duchesses on a team will lower AOE damage by 30%?
(since one Duchess will lower it by 15%)

Generally, no, these effects do not stack unless otherwise stated. For this specific example, I don't know for sure, but I would be very surprised if it did.
That being said - even if it were to work, though, I can't really see anywhere I'd actually use that comp.

The comp works by wasting people's time, even when you win you still lost for fighting it.
