We had an event not long ago where players could obtain fragments for past fusions. Nothing has been decided or confirmed yet but I wouldn't be surprised if a similar event came back again in the future. 

I think it would be good to at least let the users cash the fragments in for incomplete champions, because otherwise they are just sitting there.  By that I mean convert them to gold bars, gems, or even a potential way to convert them to fragments for other champions.  

The conversion to fragments could even be done at a 2 to 1 ratio, but at least it gives a use for them.  It would also give an incentive for players to participate in fusion events even if they know they aren't going to get all 100, as they can collect as many as they can to convert

isn't there some extra burden on Plarium server to hold onto all those useless partial frags, that sit as a constant treminder of failures in each account?

we should be given the option to delete those we do not want, but Plarium will whine that too many would put in requests to restore some that were deleted

Why not have a wild fragment that can be used for different champs and just different levels of those frags
